Will only charge if battery completely drained.

I'm looking for some help solving this problem. My View will only charge if the battery is completely drained. I need to run the View until it shuts down due to lack of power; it can not simply be low on power. If I plug in the charger with the View on or off, it doesn't charge at all (unless it has shut itself off as I just described).
I thought this might be due to the battery being faulty and now I have replaced the battery with a new one and I get the exact same behavior.
    Any thoughts? Thanks!

Are you saying that the battery will charge only if completely depleted? If you start charging while the battery still has some juice left it will not charge?

RE: Will only charge if battery completely drained.

    Yes.
However, things have changed somewhat from my first post. The new battery will now charge from any amount of depletion. So, the phone does not need to be completely drained now. The View does not charge at all when it is on; I have to turn it completely off to charge.
I now have a USB charge cable and I get the same results from it. This, however, confirms what I suspected - the device doesn't register on my Windows computers (Win 7 or XP). I'm thinking this may be a problem with the charging port but it could be something in software.
